R9 Ranch Water Transfer Project
Collaborated with the Hays City Manager to secure a sustainable water supply for Hays and Russell by leveraging jointly owned water rights at the R9 Ranch. As City Manager of Russell, Jon championed this $155 million project to address critical drought resilience and future demand while adhering to the Kansas Water Transfer Act and state environmental requirements.
Comprehensive Electric System Modernization Project
Directed a multi-phase initiative to modernize Russell’s electric infrastructure, spanning the city and 50 square miles of rural service area. This $15 million, 8-10 year effort includes 15MW CAT generation to meet future demand, substation improvements, a potential grid interconnect, and the reconstruction of aging circuits. Secured over $2.3 million in federal and state grants to support the project.
Established Partial Requirements Electric Service Standards
Established high-voltage electric service standards and rate structures for customers utilizing self-generation alongside partial or backup power from the municipal grid.
Updated Renewable Energy Interconnection Standards
Modernized interconnection standards for residential and commercial renewable energy systems, aligning with Kansas Corporation Commission guidelines.
Water Treatment Plant A Rehabilitation
Modernized a 1936 water-softening plant to ensure reliable surface and groundwater treatment. This $4.9 million project addressed structural deficiencies, outdated electrical systems, and end-of-life processing equipment, following Kansas Department of Health and Environment approval.
S. Fossil Street Access Realignment and Infrastructure Improvements
Advanced commercial growth and safety by implementing traffic study recommendations to realign access points on S. Fossil Street and extend Edwards Avenue. This $3.3 million project included stormwater, water, and sewer improvements.
Secured $13.5 Million Grant for Downtown Revitalization
Obtained full funding for the Main Street Revitalization Project, enhancing safety, accessibility, and economic growth with modernized intersections, upgraded streetscapes, accessible pathways, improved drainage and utility systems, and aesthetic enhancements.
Replaced 85% of the City's Water Distribution Lines
Completed a long-term effort to replace aging and deteriorating water distribution lines, significantly improving water quality, system reliability, and overall infrastructure resilience.
Established a 7-Year Asphalt Road Maintenance Program
Developed and implemented a systematic 7-year maintenance schedule for asphalt roads to enhance transportation infrastructure, extend pavement life, and ensure efficient use of public funds.
Comprehensive Policy and Program Development
Developed and implemented policies to optimize operational efficiency, enhance employee engagement, and improve community services.
Created a citywide succession plan and emergency operations plan.
Incode Version 10 Upgrade and SaaS Transition
Initiated the transition of the City’s financial and administrative software to a secure SaaS platform, streamlining operations and enhancing customer service.
Strengthened Community Engagement and Communication
Implemented initiatives to foster civic engagement and improve communication with residents.
Expanded Neighborhood Revitalization Plan
Updated the plan to expand eligibility areas and stimulate development through new construction and rehabilitation incentives.
